Accounting Chamber Takes English Lessons

The British National Audit Office presented its report on the Russian Accounting Chamber yesterday. Auditor General of Great Britain Sir John Bourn told his Russian colleagues that they need for authority to control the activities of the government. But the main thing he stressed was that the Accounting Chamber should be overseen by a parliamentary organ, not the control department of the Finance Ministry. The Finance Ministry control department unexpectedly threatened to audit the Accounting Chamber earlier this year, leading to an obvious conflict of interests. Since the Accounting Chamber received money from the federal budget, the Finance Ministry has the right to audit it. But the Accounting Chamber is the parliamentary control organ, and it has the right to audit the Finance Ministry. Chairman of the Accounting Chamber Sergey Stepashin proposed that the Chamber be financed by and answerable to a special parliamentary body, and yesterday’s report was meant to confirm his view.

イギリスの会計オフィス？がロシアの会計の協会（Ｃｈａｍｂｅｒって日本語で何なのかな？）にレポートを提出したとあるが、ロシア政府の会計に関する内部統制を見るにはどこの部署というかお役所がいいのかということが問題らしい。

ロシアでも会計基準が確立されるのか。共産主義から民主主義の自由貿易に国民レベルまで考え方を切り替えるのには長い時間がかかるのではないかという気がする。
